Yeah, you may get some skilled people but I don't recommend fiverr when it comes to SEO work.

You will find some good gigs on Fiverr, but you need to remember that you're only paying $5 and the seller is only getting $4 after Fiverr's cut.

If you're buying backlinks for instance; they will generally be submitted using some kind of automation tool and the links are probably going to be low quality.  

Don't let this put you off completley.  There are some great sellers on Fiverr; you just need to find them! :)
