I also used and whenever I was near to hit thi minimal amount to get paid, advertisers were deactivated and earning adjusted, but I have heard it works for some.
On a side note, I believe that from some years to date, not all international publishers are accepted, but don't give this information for granted. Best source is browsing its website to learn more about this.
